The Office of Government Commerce (OGC) was a UK Government Office established as part of the HM Treasury in 2000. It was moved into the Efficiency and Reform Group of the Cabinet Office in 2010, before being closed in 2011.

The OGC worked with public sector organisations to help them improve their efficiency, gain better value for money from their commercial activities and deliver improved success from programmes and projects. Following the release of a new version of the Orange Book by the Treasury in 2005, the OGC was tasked with updating its guidance on the Management of Risk (M_o_R).

M_o_R set out a framework for taking informed decisions about risk at a strategic, programme, project and operational level to ensure that key risks are identified, assessed and that action is taken to address them. It has been adopted by government organisations and commercial companies throughout the world.

IRIS worked with the Office of Government Commerce (OGC) in the update of their Management of Risk guidance for practitioners.
